Best software to read scans with?

What is the best software to use for reading the scans? I've tried a few different programs but haven't yet found any that supports two-page viewing as well as easy to use zoom and panning.

it has to be the 'sequential image display' which came on the Zzap DVD, that has double page viewing. at first i wasn't sure what to make of it until i sussed it out proper and it's now my favourite scan viewer to date...i like the little feature where it automatically loads every scanned page for you when you click into 'load files', as well as other nifty little options like mouse control etc.

I tend to read mine on the XBox using the Media Player or Media Centre.

Is there any reason not to convert the scans to Adobe PDF docs? I'm considering converting all my scans, but thought I'd check first in case it causes a loss of quality (or something).
